National Transformation Framework

How we turn evidence into policy options

  1. 1

    Identify the Challenge

What is the problem, and what does the evidence say?

  2. 2

    Define the Opportunity

What could a better future look like?

  3. 3

    Explore Policy Options

    Which approaches could work?

  4. 4

    Provide Implementation Guidance

How could leaders put it into practice?

  5. 5

    Measure Potential Outcomes

    How would progress be known?

A sequence of analysis, not a schedule. HAITI50 recommends; leaders decide.
